Blue Whale Consulting AS was born out of necessity, driven by real operational challenges.

When working in HR at a foreign construction company newly operating in Norway, our founder, Rafael Francisco, experienced how complex and demanding the Norwegian regulatory and labour landscape can be for international businesses. The biggest challenge wasn't the regulations themselves. It was the lack of transparency in invoicing, unclear communication, and the absence of reliable, timely answers from external HR consulting firms. And this wasn't an isolated experience, it was a consistent issue across multiple firms. 

Blue Whale Consulting AS was created to change that.
